The Council of Europe Convention on preventing and combating violence against women and domestic violence (Istanbul Convention), the Council of Europe Convention on Action against Trafficking in Human Beings (Trafficking Convention) and the EU Directive 2011/36/EU on combating trafficking in human beings (EU Trafficking Directive) formulate requirements for states parties to national reporting on gender-based violence and trafficking in human beings. These requirements are specified by the recommendations of the Council of Europe's expert groups: the Group of Experts on Action against Violence against Women and Domestic Violence (GREVIO) and the Council of Europe's Group of Experts on Action against Trafficking in Human Beings (GRETA). Germany currently lacks national reporting structures that meet international requirements.
Taking this into consideration, the German Institute for Human Rights (GIHR) has developed a concept for the establishment of two independent National Rapporteur Mechanisms on gender-based violence and trafficking in human beings.
