The Handbook is an important step towards strengthening the essential role played by National Human Rights Institutions to support human rights-based climate action at all levels and reinforce monitoring and accountability mechanisms, by identifying key challenges in designing and implementing climate change policies and measures, highlighting the gaps that need to be addressed, and by identifying good practices.
