This document summarizes the results of the advisory mission (2006) in the German-Kenyan program to promote irrigation systems for smallholder farmers. It is shown that the program has so far been primarily economically oriented, rather than human rights oriented. Poor and destitute farmers have not been a target group of the program so far. Therefore, at the end of the report, it is recommended to adapt the indicators and objectives of the programme.
